Africans brought to Antigua raised tobacco, sugar cane, ginger it is said Christopher John Codrington established the first large sugar estate in 1647, and to raise provisions for his sugar cane plantations later he established a profitable sugar industry. Today the nation of Antigua and Barbuda has built its economy around tourism, replacing sugar which dominated the economy from the 18th century to the 20th century. St. John’s is the center of this tourism industry which accounts for nearly 60% of GDP and 40% of investment. Majority of the population of St. John's (91%), like the rest of Antigua, is of African ancestry. The second largest group is of mixed European-African ancestry (4%). There is a small European minority which comprises 2% and the remainder of the city’s population, about 3%, is from Asia or are the descendants of the indigenous. Although cannabis is still illegal at the moment, Antigua and Barbuda are working towards a better future for cannabis users. In 2016 a draft law was made up to decriminalize small quantities of cannabis for personal use however the bill has not passed yet.
