Happy Black History Month! Today we salute Mr. George Louis Allen Sr., a trailblazer in business and civic leadership in Dallas. He started his own insurance business, Great Liberty Insurance Company, as well as his own public accounting firm and the Southwest School of Business Administration. In the 1960s Allen served on the “Committee of 14,” the committee of seven whites and seven African Americans organized by the Dallas Citizens Council in 1960 that began the process of desegregating public facilities, schools, and employment in Dallas. In 1963 and 1965, he ran unsuccessfully for the city council, but in the former year, he became the first African American to serve on a city board or commission when he was appointed to the City Plan Commission. He became the first African American to win election to a seat on that body. From 1973 to 1975, he achieved another “first” when he served as mayor pro-tem of Dallas city council. In 1975 Allen resigned from his seat to accept an appointment as justice of the peace. He was subsequently elected to that office for three terms and served as a justice of the peace in Dallas County for thirteen years. During that time he also served on the board of regents for Texas Southern University. The Dallas County Court building at 600 Commerce Street in downtown Dallas was named the George L. Happy Black History Month! Today we salute a pioneer in Dallas journalism, Mrs. Julia Scott Reed. A trailblazing African-American journalist in Dallas, she became the first African American to write a column for the Dallas Morning News. The first big break in Reed’s career came in 1951 when she was hired by the Dallas Express, the city’s leading African-American newspaper. Reed was assigned hard-hitting subject matters and regularly covered politics and civil rights activities in Dallas. She eventually became city editor at the Express. Reed gained notoriety for her coverage of major historical events such as the 1954 Brown v. Board of Education case. Reed had a front-row seat to Dallas history on November 24, 1963, when she witnessed the assassination of Lee Harvey Oswald at the hands of gunman Jack Ruby. Her coverage of Ruby’s subsequent trial cemented her reputation as a trusted journalistic voice in the Dallas black community. Reed’s legacy was solidified in July 1967, when she became the first African American to write a regular column for the Dallas Morning News. Reed’s columns informed readers about the triumphs and struggles of the hard-working Dallas black community, empowering a formerly voiceless black community while also easing fears of an urban race riot in Dallas. Unfortunately, she suffered a stroke in December 1978, which forced her premature retirement from the Dallas Morning News. She was a pioneer in various arenas, including being the first black member of the Dallas Press Club in 1965 and the first African-American on several boards and organizations. In 1958 she won election as a Democratic Party chair of Precinct No. 306, a position she held for twenty-three years. Reed was an active member of the Dallas NAACP and received a certificate of lifetime membership in 1971.bReed also served as the first president of the Dallas Urban League from 1972 to 1974.
